The Football Foundation Goal Post Scheme is open  until 31st May 2013.  

Funding of 50% is available for 5v5, 7v7 and 9v9 goals. 

Clubs, Local Authorities and schools (providing they have community use) can all apply.

Applicant guidance notes – Surrey County FA

Introduction

The youth development review conducted by the FA is starting to be implemented.

There are a number of leagues and clubs that have moved to the revised formats of youth football this season and The FA and Football Foundation have supported those clubs and leagues wanting to be proactive in moving to deliver 9 v 9 earlier than required by offering funding towards the purchase of goals.  We will continue to support the clubs that will now require funding to purchase goals for the 2013/14 season.

In addition to 9v9, the latest goalposts windows have been extended to cover the purchase of mini-soccer goals for 5 v 5 and 7 v 7 games.

Similar to the first window we are offering grants at 50% towards the cost of British Standard 16’ x 7’ and 12’ x 6’ goalposts, including delivery and VAT (if applicable).

There will now be 2 further windows:

·         18th March to 31st May 2013

·         1st August to 30th September

The application for goals will be made individually through completion of a on line application form.  Each application will need to be approved by their respective CFA so each applicant is advised to contact their CFA representative before they make their application in order to ensure their application will be accepted.

The grant scheme is open to clubs, leagues, local authorities and schools (so long as there is community use of the facilities outside school hours).

 

Applicant process

The applicant will review the grant process and terms and conditions on the Football Foundation website.

The applicant will be required to identify the goalposts they wish to purchase from the approved list of suppliers and submit an online application form detailing the chosen supplier, product name, cost (including delivery and VAT if applicable) and product code.

Please note that for this window, a maximum amount has been introduced to cap the amount of funding that applicants are able to be granted, as follows:

·         £5,000 for clubs;

·         £5,000 for schools;

·         £10,000 for leagues; and

·         £10,000 for local authorities.

The approved list of suppliers is not a ‘closed’ process and applicants could if they so wish, purchase from other suppliers not on the list. If an applicant wishes to choose a different supplier then they will need to provide a list of the goals and the independent test results and certificates as evidence of meeting British Standards (BS EN748 and BS 8462) before the application can be made.

Once submitted the application will then be sent to the applicant’s CFA for approval.

To ensure the application is fully approved, it is recommended that the applicant discusses their application with their CFA before submitting their application online.

Assuming the CFA approves part or all of the application, a grant offer will be made by the Football Foundation and sent by email to the applicant.

Only on receipt of the offer email should the applicant then order and pay for the goals directly from their chosen supplier. 

On receipt of the goalposts, the applicant will be required to send the following documents via an online form in order to reclaim the 50% costs.

  • an invoice receipt and/or delivery note as evidence of purchase and delivery (this needs to be stamped and signed to be accepted);
  • a copy of a recent bank statement as evidence of bank details.  

Should any individual applicant attempt to purchase goalposts directly from a supplier without a grant offer letter, or prior to an offer letter being issued, the transaction would be outside of the scheme and they would not be offered a grant retrospectively.

Please note that the grant offered is for 50% of the final costs of the goalposts, up to a maximum of the original grant request made through the application form. If the goalposts are bought for less than the amount originally requested, the Foundation will only pay 50% of the invoiced amount, not the total grant value.
