3. INTRODUCTION SURREY COUNTY

Jeremy confirmed that Surrey County FA saw the need to set up a county league
for girls football. After consultation
it was decided that this league would be jointly run with West Surrey Youth
League with a committee made up from the two leagues. The aim would be to develop girls football within the county
and the intention was to run teams in every age group. It was hoped that by the end of this meeting
there would be a sound footing for the League to commence fixtures on 21st
September 2002 and the grapevine would encourage interest from more teams.
4. INTRODUCTION KIERON COTTER
(WEST SURREY YOUTH)
Kieron
Cotter gave a little background on the WSYL, which was set up in 1966 and runs
316 teams with over 5,000 players registered.
They have recently been awarded charity status. At a recent meeting of the League Council,
everyone agreed that they would be more than happy with assist with the
administration of the new County Girls League.
The WSYL meets with all of their clubs annually and hold monthly
management meetings for the administration of the league. There is a results line where results must
be telephoned through before 6 pm on a Sunday evening and the results are then
published on the same number later that evening and are then available on the
web site on the following Tuesday. A
monthly magazine, goal is used as a notice board and includes match reports.
Fixtures were issued before the start of the season for the entire playing year
subject to alteration/amendments. It
was suggested that the girls league operate in a similar way.

ELECTION OF CLUBS
There
would be a minimum of 6 clubs per age group.
Farncombe expressed concern on the number of clubs. At the time of the meeting, it was confirmed
that at the time of the meeting the number of clubs who had indicated an
interest in joining the league were as follows:

Applications
had been received from Arundel and Worthing. Discussions took place on whether
to accept these teams into the league, as there was some concern over the
distance from the boundary. Crawley
felt that it was only one long trip and not problem. It was agreed that at this early stage the league would not want
to turn down teams and a review would take place next season when the clubs
would vote and decide who to keep and who to accept into the league. All clubs who are outside of the 5 miles
boundary of Surrey will be voted for by clubs.
It was agreed there the kick off time when playing a long distance away
would be in the afternoon and that no game would commence before 1000 hours or
after 1500 hours. If there are any
disputes the Fixtures Secretary will arbitrate. Proposed KO for games at Arundel/Worthing must be acceptable to
both teams.
Dave
Workman confirmed that WSYL dont decide on goal difference, they decide on
wins and how the teams got on against each other. Proposed to accept Arundel Darren Reynolds, Colne Valley and
seconded by Sean Carrigy, Knaphill.
Propose accept Worthing by Sean Carrigy, Knaphill and seconded by Peter
Grieve, Meadow Sports.
7.
ADOPTION OF THE S.C.G.L RULES
Last
years Surrey County Girls League will take on WSYL rules and constitution.
Proposed
Sean Carrigy and seconded by Jo Price from Frimley.
Must
be under the age group in which they are playing at August 31st and cant play more than 2 years above their age. This is an FA Rule.

PLAYING SEASON
The
Playing season would run from 22/9/02 to 11/05/03.

ANY OTHER BUSINESS
Applications
from clubs would be welcome with an end of July closing date. A full list of teams and fixtures would be
available at the end of August.
The
question was asked - if two leagues were necessary how would a decision be made
on who plays in which league? When
applying clubs were asked to give some indication as to strength, strong,
medium, weak and their league standing and county cup record from last season.
Discussion
took place on whether to play for 6 months and then change things around. Or to have leagues organised
geographically.. Dave Workman suggested
a sub committee would be set up and would meeting following the deadline for
applications. This committee would
formulate the divisions and then contact managers for agreement.
Teams
who had applied cover many counties, Surrey, Sussex, Middlesex, Hampshire and
Berkshire. A County cup competition
would be run and clubs from other counties could enter providing their
affiliate to Surrey as associate members.
The
League magazine was compulsory, clubs must buy copies at £1 each and each club
must take 3 per month or £15 Sept and £15 Jan.
2 teams would get 6 copies.

would be £11 for 7 a side

Colin
Barnett was happy that referees could be guaranteed subject to injury/illness

can use own if listed with Colin Barnett.

Each
player with have an driving licence style of ID card with a photo scanned and
embedded and giving D.O.B.
All photos provided should be taken against a white background and include the head and shoulders. No caps, hats or sunglasses to be worn. Must be passport size.
Peter
Adams suggested General Secretary/Secretary of County FA collate a joint
statement for web site on joining of new leagues and invite new clubs and give
maximum publicity.
He
congratulated Kieron Cotter as chairman on his handling of the meeting.
