ADVICE TO CLUB & TEAM SECRETARIES

 

1.             Ensure that you are conversant with the Rules of the League and the Cup Competitions.  Ignorance of the Rules is no excuse.  Every person concerned with running a Team or Club should have a copy of the League Rule Book.

 

2.             Ensure that you give 5 days’ notice of matches to your opponents and the referee.  Always acknowledge receipt of match notification either by telephone, letter, fax or e-mail.

 

3.             Check the colour or your opponent’s playing kit to ensure that there is no clash of colours.

 

4.             If you have a free Sunday, bring matches forward in consultation with your opponents and the Fixture Secretary.  Remember that only the Fixture Secretary has the right to postpone matches.  Team Managers do not!

 

5.             If there are any changes concerning the playing of matches in respect of the venue, time of kick off, change of date etc, then not only should your opponents be advised but also the Referee, the Fixture Secretary and the Referee’s Secretary.

 

6.             Remember that players must be registered with the League 7 DAYS prior to the match.  A player cannot play if you are not in possession of an ID Card.

 

7.             Match Result Cards must be completed via the website www.scwgl.org.uk so as to be received not later than 4 DAYS after the match.

 

8.             If you think that your pitch is unfit for play, warn your opponents and the Referee in advance and arrange for an inspection to be made.

 

9.             All monies payable to the League should be paid promptly and, with the exception of Registration Fees, all money should be paid directly to the person mentioned in the notification.  Remember that fines not paid in 14 DAYS are doubled and, if not paid within 28 DAYS, the Club is automatically suspended.

 

10.         Be courteous to referees.  Despite your opinion of their capability, you cannot play football without them.

          

 

11.             Do refer to the information in the Handbook indicating how to complete a Results Card correctly and avoid a fine.

 

12.             Remember that all match results, not only League and League Cup but County Cup and other Competitions must be telephoned into the Results Line 09063 100854 before 6.00 p.m. on the day of the match.  Only the home Club phones in SCGL Cup and League Matches.  In County Cup the away side also phones if SCGL Club.

13.             Double Headers – If there are no free dates left, the Fixture Secretary may order a “double header” to be played.  A double header is 2 games of short duration.  The minimum time should be played for both halves (see Clause J5).  E.g. each half in an U-11 double header will be 20 minutes each way.  A double header consists of 4 halves of football.  Both games are completely independent.  They are 2 totally different games that just happen to be played one after another.  The second game can consist of a completely different set of players.  Any substitutions, cautions and sending offs during the first game do not count in the second game.  It is usual for the second game to be refereed by the same person, but it does not have to be.  For the purpose of the results, the visitors are the home team for the second game.  Two sets of Results Cards must be sent in.  Two results must be phoned in to the Results Line.  The visitors should pay the referee for the second game.  Four halves must be played.  One game (i.e. 2 halves) cannot count as 2 games.  You cannot play one game (2 halves) and count the first half as one game and the second half as the other game.

 

14.             Please remember that Officers can only help you if you help them.  Do not telephone after 10.00 p.m.  Do not telephone Officers and “bend their ear” and try not to pester them with trivial problems that you are quite capable of sorting out for yourself.

MARKING OF REFEREES

 

The standard Result Card provides for marking of Referees and should be used as follows:-

Marks will now be awarded ranging from a minimum of 1 to a maximum of 10 and Clubs’ assessments should be made up of marks awarded under the following headings as approved by the Referees Committee of the Football Association.

 

SECTION 1

(a)           Did he/she face up to difficulties or was he/she influenced by the crowd?

(b)           Were his/her decisions given clearly?

(c)           Did he/she make effective use of his/her linesmen?

(d)           Was his/her positioning satisfactory?

 

SECTION 2

 

Application of the Laws                                                                       3 Marks

 

Was he/she generally correct in his/her decisions based on his/her interpretation of the Laws of the Game? (N.B. isolated controversial decisions must be ignored.)

 

SECTION 3

 

Personality and Personal Appearance                                                2 Marks

 

(a)           Was he/she confident and quick thinking?

(b)           Did his/her appearance and personality inspire confidence?

 

NOTE      Should you mark the Referee between 0 and 5, a letter stating the reasons for the low marking MUST be sent to the REFEREE SECRETARY by Tuesday following the game.
